The inner (second listed) dimension represents the displayed dimensions of the picture. (Hence, 16x20 Mat for a 11x14 picture will display the center 11x14 portion of the picture).
DISPLAY AREA: The display area is 0.5 inch smaller than the listed inner dimensions, for holding purposes. (Therefore, a, 16x20 mat for 11x14 picture has a picture display area of 10.5x13.5 inch)
